Andrew J. Miller
Andy focuses his practice on renewable energy, business and real estate. Andy leads the firm’s renewable energy practice group. With a deep understanding of land use and local government law, he has been able to successfully represent multiple renewable energy project developers across Pennsylvania and other states to obtain site control and entitlements for their projects. Andy has wide experience across utility-scale, community-scale and net metering solar projects. He has been able to guide clients down numerous paths to project approval and enjoys the challenge of developing the right strategy for difficult approvals. He also assists many of the same clients with preliminary title and leasing issues related to existing and potential projects.
Andy also advises real estate clients in the acquisition and development of various types of properties including hotels, warehouses and retail projects. He is also a license title agent in Pennsylvania with the ability to also oversee the title work and escrow for real estate closings through our subsidiary title company, MPL Landservices, LLC. His transactional experience also includes a wide variety of transactional and general corporate matters. Andy has extensive experience representing clients that are buying or selling businesses through asset- or stock-based transactions. He is also a Certified M&A Advisor (CM&AA®) through the Alliance of Mergers & Acquisitions Advisors.
He also serves as a solicitor to several Townships and works closely with the other municipal attorneys in MPL’s local government practice that spans several counties across Southcentral Pennsylvania. Andy values his service for local governments where he can offer practical, solutions-oriented advice to local leaders.

Andy offers a highly-skilled, practical approach to his clients. He focuses on offering solutions rather than creating challenges. With his years of experience, he has the ability to quickly breakdown and solve difficult problems and develop strategies for long-term success.
Andy’s clients run the gamut from start-ups to early growth companies to mature corporations and professional practice groups. Throughout his years of practice, he has advised numerous entrepreneurs and business leaders on a variety of legal matters, including renewable energy projects, commercial real estate acquisition and development, mergers and acquisitions, business financings and tax matters. Andy has extensive experience with clients in the technology, hospitality, manufacturing and renewable energy industries.
Andy also serves as solicitor for local government entities. He has more than twenty years of experience representing local governments including townships, boroughs, zoning hearing boards and municipal authorities. He enjoys working with local leaders to find solutions to challenging problems.
Prior to joining MPL in 2002, Andy practiced corporate law in the Washington, D.C. office of a large international law firm. Before that, he served as law clerk to United States District Judge Sidney A. Fitzwater in Dallas, Texas.
